  Louisiana's first territorial governor, William C.C. Claiborne, had great admiration for the Eastern Brown Pelican. Rather than let its young starve, legend tells that the pelican would tear at its own flesh to feed them. The Governor's respect for the pelican, and its symbol of sacrifice, led him to first use the bird on official documents. The design was adopted as the state seal on April 30, 1902.  
     
   
     
  The flag in use today was officially adopted by the Louisiana State Legislature in 1912. It depicts the pelican family from the state seal on a field of blue. Louisiana’s motto, “UNION, JUSTICE AND CONFIDENCE” is printed on a banner just below the pelican family.
